Am I covered for flight cancellations?

Our Budget, Standard and top level provides cover cancellation prior to departure due to reasons outlined in PDS for pre booked and pre paid expenses. However, there is an exclusion under cancellation cover stating Any costs paid to a travel services provider (airline or cruise company) if the same travel service provider is responsible for the cancellation.
